Ecuadorian Deputy: Has only just received the Spanish translation of the chronology of events for the election process, and they wish to clarify the points, there are some inaccuracies.

Ecuadorian Deputy: That is correct, we have only just received the translation.

Deputy: I think we have some unfinished business. I think the deputy from Ecuador made it clear that they had only just received the translation and wanted to correct four points. I think she was waiting on a concurrence for that privilege which I think she should receive.

Hubbard, West TN: Need clarification with message from HOB regarding A064. What will happen to that resolution now?

Resolution B023—President: Committee Chair has engaged in conference with the parliamentarian, and the committee chair has attested that the Spanish version of the chronology was distributed within minutes of the English distribution. Therefore it is my ruling that the voting continue. Please pick up your voting pads.

A point of personal privilege from a Deputy of the Virgin Islands: I recall that we agreed that we would pray after the Ecuadorian vote. And since where I’m sitting there is a table that is very disappointed, I think we should have that prayer.

Zoe Cole, Colorado: Urge adoption of amendment, urge adoption of entire resolution, the committee took into account all possibilities. Please do not take a red pen to the resolution, this is exactly what we need.
Deputy ???: Clarification on place of amendment?
Debate on whole resolution.
Keller of Arkansas: Like to offer an amendment, delete “for private”.
I do not think that our legitimate concern for teaching should extend to private teaching or thoughts.
Johnson, Minnesota: That is the language that we had—the definition of “heresies” . . . “holding or teaching publicly or privately any doctrine that is contrary to the teaching of this church” . . . that language goes back many many decades and has not changed.
Stafford, Pennsylvania: Speaking against this amendment and all other amendments. I come from a diocese that can testify to how important Title IV can be . . . any changes . . . careful work . . . deep spirituality. This canon calls us to a new standard of confidence and trust, transparency and truth-telling. . . . The work before us right now it to get a new canon that will better serve dioceses that have been through turmoil.
New York deputy: We all swore to uphold the doctrine of the Episcopal Church whether private or public.
Amendment fails.
Debate on whole resolution:
ONE person heard, then time expired for debate.
Motion to extend time for debate.
Motion denied.
Deputy: Canons require a written explanation for each change in canons—page 208—we have not received such a written explanation. “The proponent shall make adequate explanation . . . . “
Deputy Little: It is the view of the committee on canons that the highlighting of canons is sufficient to alert the members of the house about the amendments. We believe that the intent and spirit of the canon has been followed.
President: I move that it has been qualified.
Deputy: Please reconsider the ruling of the chair regarding the 2/3 majority on whether to extend debate on this extremely important matter on Title IV.
Other: “May I speak to my motion.”
President: No sir.
Motion to extend debate time fails.
Title IV changes pass.
[Editor’s note: Approximately 15 minutes of total discussion on these massive changes. Exactly one person got to speak on the whole resolution in debate time because of running out of time.]
